p28 help?

i have a p28 i got off this dude in willi he said it was tuned and for a gsr&chiped(sst chip???) it has 2 step.... its for my project hatch... wich hadent seen the road till now.... we thought it was weird that it 2 steped in evry gear with the clutch in and in nuetral..... wen i drove it i realized it never goes over 4400.... im not shure wats wrong with it... can anybody help me or tell me who could help me and a ballpark price? if not im just gona get it out the car and get hondata!!! thanx for any help

sounds like you have the vtec solenoid or something unplugged, when you unplug the vtec solenoid, the car rev limits before vtec so you dont damage anything...look into that

its not the vtec solenoid because with the p05 in there it rips, hits vtec hard and hits the rev limiter just at redline witch im guessing is stock. the p28 is just ************ed..plain and simple..whoever did it set the 2 step as the rev limiter for everything
