just put a b18c in my 99 hatch it a 95 gsr obd 1 i havent set uo vtec wires but should still run when i rev in N it wont rev pass 3k im lost at this point.

B18c in limp mode

I would hope that if you swapped this motor you would be able to tell from the length of the wires alone which plug is for the tps and which is for the map - but non of these are your problem nor is it your dizzy. You said the motor was a 95 and u put it in a 99. You either didnt hook up the crank sensor at all or you dont have the proper crank trigger meaning the spoket the timing belt rides on. You know the one with the little dog ears sticking out. Change that from the 95 (No ears) to the 99 (with ears) version and you will rev to 9 in no time.

Intake air temp and eld. Neither one of those codes will put it limp mode. But if its limp mode Nd not showing good codes, im willing to bet its the ecu.
Open the ecu up, and look for a little jumper wire. It will labeled j1. Clip the jumper so its not making any contact. That will bring the ecu back to stock
But it sounds like its hardware failure in the ecu. When you have it out, smell the circuit board to see if something is burnt. It shouldnt smell like snything
