Not the white box. The black strap in the red circle I drew.

I can't see shit but it looks like a immobilizer. What year car is this? Does it have a chip in the key/a green flashing key on the cluster?

Its a 95 honda accord....ill take a better pic today when I get off work..the problem is I was changing the ignition switch and me like a dumass cut that strap looking thing (why? I have no clue) and then when I put everything back together car won't start...I get the beeping sound when key is in ignition but when I turn key to on 1 or 2 position nothing happens no dash lights no fuel pump priming nothing so I'm guessing it has to do with what I cut...that's why I'm trying to figur out the name

Its the srs cable reel. Its behind the steering wheel. I just replaced mines due to a bad power steering rack install. No horn and srs light was on.

Make sure steering is straight when replacing and make sure the reel is in the up position with the yellow tab marked, like a timing belt. You can only tur the part 2 turns to the left and right any more will break that black wire internally. After that get the srs light reseted. It will not go away on its own.

My car still started and ran normal. Check fuses.

Definitely check fuses, the srs reel has nothing to do with ignition. I take out that whole apparatus when I put removable steering wheels in my cars.

Check all of them. Inside under dash and under the hood. Check the battery fuse on the hood fuses box. I think its a 80a big one.
