    I have a 96 civic ex coupe I went to emission and failed because the cel scanner couldn't communicate to the car and recently my wipers don't work on low and the ding wen the door opens doesn't sound and the warning sound wen u leave ur headlights on doesn't sound...has anyone had this issue before if so please let me know because I need to pass emissions in 2 weeks and i need to get this fixed

    Is it stock or running off a jumper harness and a obd1 computer

          I did it don't give me shyt i wouldn't b able to pass emissions with a jumper harness

                  did you check fuses usually the obd plug its tied in with cig. lighter fuse or dome light fuse

                    this. check to make sure grounds are good, fuses aren't blown, etc.

                    did any of the wiring get wet?

                          yeh check for burns in wiring under the dash...you might have to replace part of or all of the harness,,,also drop the fuse box under the dash and take a good look it might have burned out there also
