Having Issues with the Horn? Help

I almost got into an accident ; not bein able to blow my horn. So I been really trying to figure it out. Heres what I got a 94 eg GSR Hatch. I changed the fuse under the hood with no luck. Then I found some info on a blue relay inside the car fuse panel. But Saw my car was like some others i read about N didnt have that Relay on the inside fuse panel. Whats my next move?????

Check under the hood, in the front area around the grill area....youll see a circular object screwed on....see if the wire is in it still or not

YEa it goes up N down N locks im pretty darn sure. thanks for the info gonna check out the horn itself tommorow....
