This is done with head off and just a set of springs out of a remote control car so the cams are easy to turn. you only install 4 valves.

Then you grab an used timing belt and wrap it around your cams and tight the slack with a pressure plier, you are basically making a smaller timing belt that just wraps aroung the cams.

With you cam gears at 0* and a set of filler gauges start turning your cams and meassuring clearance between the valves at the point where both intake and exhaust come close to each others. minimun is .040 anything below that and your motor is owned ones you rev up. after you logged your reading start advancing 1* at a time on the intake repeat the process, this is done all the way to max advance & retard. then do the same for the exhaust with the intake at 0*.

You bassically going to meassure every single combination possible and aim for a minimun of .040, so you know from a fact where are you * limits are.

Now that you know our valve to valve limit, is time to see if your piston to valve clearance allows for it. You going to need a dial indicator and a base for it.

You meassure this before sending your block to get machined!!! you could do it on assembly, but why won't you take advantage of this prior to machine work so you could machine your valve relief is needed??

First you need to look for true top dead center... the mark on the crank pully is just your average joe TDC, top dead center is meassure with a dial indicator on the block meassuring peak piston lift with a degree wheel and log your TDC degree, also done with a piston stop.

Now with the head on; spec torqued on an use head gasket, and the same spring set up that was use on the valve to valve messurement. Fix the dial indicator to the sprint retainer and dial it to .000, and bring your piston to TDC. Push the intake valve down with your fingers(this is why the soft RC car springs are used for) and meassure clearance, your minimun is .040 on the intake and .060 on the exhaust, bring the cams trough all their degree range, ex: if at +4 intake your valve is .042 you are golden up to +4 intake.
