help! power steering rack

Hey I'm having a issue with my 99 honda civic hatch
Ok so while Im drivi g on the highway and reach a speed of about 50mph and above I have a very bad shake like the steering wheel is very loose.. today I put the car on jack stands to check and what I did was put my hands on the driver side tire and shook it left to right it had minimum play but when I did that to the passenger side the whole thing shook. Even the steering wheel move very much side to side when I shook the tire. The steering wheel was locked also..

My question is what can this be? Is it the power steering rack or what?
What should I replace?

could be steering rack,tie rod ends or a ball joint

Sounds like tie rod play. As your shaking the wheel hood the outer tie rod where it connects to the hub and see if there is play there or do the same to the inner tie rod
