residual valve??

has anyone heard of a residual valve in a proportioning valve in a honda...
i heard that it keeps 2-3 lbs of pressure in the brake line for disks and 8-10 lbs for drums?
also will a 91 prelude proportioning valve work in a 91 crx/civic for rear disks?
