tail light filler panel?

so i walk out to my 99 civic si after work and find a shopping cart against it. turns out is smashed in the filler panel under the tail light. idk what this is called and where to get it. does any one know where to get it or what its called? or better yet have a spare 1 laying around? lmk thanks
