Its built into the ECU to keep the turbo spooled when you put the clutch in.
Evos un Japan and the UK came with it stock.
It was eliminated here in the US due to (drumroll) emissions.

Are you talking about the "3 step" option? Not lifting your foot off the throttle in between shifts? Its a little different.
