The car was moving in this picture. People can be in it if the car is moving.

Its basically a rolling shot thats the only reason why it was allowed. If it wasnt then i wouldnt have allowed it.
Trust me were trying to be fair as possible with ROTM thats why we choose the photos now so everyone has a fair chance at the front page
