reducing rotating mass will not give you a coulpe extra horses. By installing a lighter pulley the engine has to work less to turn that weight there for it accelerates faster and revs faster.
they are call called dampers for a reason... remove the balance shaft before messing with your damper
all the dampener does is reduce minor crankshaft vibration for passenger comfort. You will feel a little bit more vibration but nothing terrible. And the balance shaft is to counteract the vibrations produced by bigger displacement engines, its a bad idea to take it out.
you can use either an F20B or H23A (both blue top, dohc vtec) crank pulley. they use the single belt pulley because they don't use the traditional power steering pump like most 90's honda engines.

reducing rotational mass will increase wheel hp , so yes u would gain hp from the pulley,, im using a oem h23a crank pulley and just had the outer pulley shaved off,,the dampener is important bottem line.
