do a connection test on your xbox, even if your banned it will still tell you whether you're connected to the internet or not, if you're not connected then just trace from your modem or router back, if it says you are connected, clear your Xbox's cache then reset your modem or router, then turn the xbox back on and if it doesn't sign your gamertag in automatically do a connection test when you're and see if it says you're connected then see if you can manually sign in...

Even if you're banned they won't turn your gamer tag off, they will just block your IP address from accessing the Xbox live gaming network you will still have access to Zune, Facebook, Last.fm, etc... and usually they send you a notice so check the E-Mail address you used to first start your xbox live account, either way I think it's something with the connection at your place....
