Hit and Run BPT ((((please help))))

I get a phone call from my mother on Saturday morning..A man hit my mothers car( fortunately my uncle saw it go down). no one was around so my uncle grabbed his information..name, plate number. make and model of car, and phone number.. it was a 96 or similar body style mustang ( idk sh it about these) black..Guys name is Daniel ( hispanic male) and plate number 274WCX..idk if it will help since the police were contacted and the plates are not his..he messed up his headlight and this happened on Hallet st.(east side)...all I know is that the guy hangs out near the old FPV...so.....iwanna find this guy... no threats will be made since thisan online forum but he fu cked up mom dukes whip..
