Won't rev past 4k

My boy just had his old LS swapped out for another one, and for some reason it wont rev past 4k, motor is obd1 in a 96 ek any suggestions on what It could be? Any info helps thanks

Does it misfire when at 4k ?is it cutting fuel ? Any cels?

Clogged up cat maybe happened to me twice and my boyz car the cat was clogged and it did that

get a obd2 ecu and pull the codes. fix the issus then reset the ecu and see if its fixed

did he bypass the crank sensor? or is he rennung a crank sensor on the oil pump?

He has no cat, and not sure about the crank sensor ill have to Ask, thanks
