Go to a local Honda dealership, tell them you need this TSB printed out: 92050R
It pertains to 92-95 Civics relating to: WATER LEAK FROM SEAM UNDER CORNER OF DASH.
I had to do this on one of my older Civics, the seal that they talk about in the bulletin was completely broken up, so water was just getting inside my car.. the corrective action is to remove what is left of the sealer, clean/prep the area, then apply the new sealer which is mentioned in said TSB
While you're at it tell them you need this TSB printed out too: 010901
that pertains to water getting in while washing your car.
If they give you any issues about the TSB numbers, just tell them the year of your car or VIN and request that they bring up all TSB's
