4 door teggy !..need some registration advice.

I am looking at 2 cars here.

1 is a 4 door teggy..heres what the kid said

said timing is off a little, but the car runs and drives like it has no problem..starts it up daily, and drives it to and from work....has a slight camber up front, but that's it..stock exhaust has skunk springs, and 2 sets of rims, has aftermakret pulleys.

Only problem is the kid said HE WANTS TO KEEP A COPY OF THE REGISTRATION. he has no title...

he will just give me a bill of sale, and a registration, but he keeps a copy of the registration..some people I talk to said it was a little sketchy...

they said he can consider the car stolen at any time.

shady....the only thing he needs to keep is a copy of the bill of sale to show to the town/city hall for tax reasons.
