99 ex shell thinking bout buying

hi my friend has a 99 ex for sale... its red sunroof doesnt leak racing seats exhaust headders short shifter si center and gauges it has a b16 swap but the motor is seised the back bumper needs to be painted but other than that its straight it halson has a flip out head unit and rims is 2000 worth it or what should i offer him
