Who paints cars?

i own a 94 Escort GT thats needs:

full exterior paint job (Subaru STi blue)
a light smoke on the tail lights
roof strips, groves that need to be filled in and shaved
remove side moldings
Powder coat/paint stock wheels black (still debating)


i dont need under hood, inside door hinges and interior body painted, this car is my daily driver i really dont need a car show paint job,and i really dont want to pay the money for it, I do want a good quality finish but i dont want to pay 5 grand. I am deffently down to help out with the whole process.
