need help with timing h23 vtec

What's up ctvtec I need major help ASAP I have a 1998 base prelude h23 blue top with h22 oil pump with sensors only thing h23 is block and head i have a base mapped ecu odb1 paid someone to do swap and oilpump car never ran right car idles at 3000 rpms and surges also boggs when yiu give it gas i have been through everything no vaccume leaks need some one to time it i have it all apart just needs to be tdc and lined up and belt put on please help i think they messed the timing up doing the oil pump please bump and give me a call if you wanna help i can pay you thanks ray 2036681913
