My brother in law and I took a look at the car today. The ground wire looked okay and my brother in law said the ECU fuse was fine. We haven't solved the CEL issue (stays solid) but we did conclude that there is no spark being sent to my engine.
We pulled the dizzy and are gonna get a new one tomorrow and try that out. I hope that's the case. I feel silly for taking so many shots in the dark since I know the CEL code will tell me exactly what is wrong but I trust in my brother in law and friend to guide me well.
On a side note, assuming the wire itself is bad for the OBD1 plug for the scanner, can I replace that myself? It looks a bit sloppy...

Alright ManTyme first off, I have to say sorry cause right now I feel like a dummie... I went back to my car today to install a new distributor and I still have no spark. I was trying to remember where the damn thermostat housing ground wire was but I couldn't do it without the diagram so I gave up...
I will definitely look at the ground wire carefully myself next time I work on my car but does this sound like my ECU is fried? No spark even though my spark plugs are fresh and I just installed a new dizzy.

Update for anyone who cares... I took my car to a shop and they replaced my main relay, reinstalled my brand new (not rebuilt) distributor, and reinstalled my fuel pump. I tinkered with all of these things directly, I guess I suck with cars so I installed everything wrong. ?_?
My booboo is running well right now so s'allllll gooooooooood n shiiiiii.
