idle prob y8

ok so my boy swaped his y7 for a y8. the idle surges up and down he bought a new iacv. the maf and iacv plugs are in the correct areas. i found a vaccum leak and it goes to the cruise control but he doesnt have one. i covered up the vaccum port but it still idles up and down. Any idea on what else it could be? maybe coolant not flowing right? cause the radiator steams when driven or left on idle but temp meter inside doesnt show that its overheating.
