my pulley keeps getting loose

the bottom pulley on my mini me swap keeps gettin loose which is causing my timing belt ...where does the washer go on the bottom pulley in back of the crank or in between the crank and the pulley

i tried the d16z6 belt and the vx and the same s h i t happend i think ima try a diffrent bolt to the pulley
