so i ohmed out the tps that was fine and got good fuel pressure. the timing is good and i just bought a chip for my p28.

if main relay was messed up it wouldnt run at all check the dizzy

Main relay is mad dumb recommendation...may as well tell him his tire pressure is too low.
What belt and cam gear did you use? Your timing would be off if you used the wrong gear.
You have an obd2 to obd1 converter for the dizzy and ecu? Also why are you not using the O2 sensor? Those are important.

Could be signal noise in either the crank position sensor, top dead center sensor, or cylinder position sensor which are located in the distributor or a flat spot on the throttle position sensor. Try switching distributor's with someone and see if that fixes it.
