Need some help

ctvtec, got a problem here. i go to emissions and i failed cause they sayin that the CO is high and i'm not burning enough gas , i got a 95 del sol with a 97 ls swap(non vtec), has a p75 ecu. so can someone help me out or at least let me know why i didnt pass? like im thinkin it might be a o2 sensor or a cat converter but im not to sure.

If you turn on your qr and it smells like ass its your cat converter
