Is it a stock ecu? or chipped?
Did it start out of no where or is the swap new to the car?
      Is the speedometer working?
Does the tach jump around at idle?
what kind of car is it in? obd1 or 2

Here is a good starting point.
Honda CRX / EF Civic (1988 - 1991) - 1991 Civic. b18. wont rev past 3500? - Its Throwing cel code 14. ICV. it idles just fine. but wont rev past 3500. and if i take the ICV of and start it it idles at 3500 like launch control or its hittin rev limit. cleared the ECU sever times. dirty ICV? anyone know whats up?

Did this happen randomly? Do you have a check engine light? Does your speedometer work? Does your ecu have launch control?
