b18b1 Intake valves Posistions?

Ok so took off my intake tonight to swap on my skunk 2. So i was scoping my valves with a flashlight and noticed all but one cylinders set of valves are in the exact same location. The two valves seen in the cylinder closest to my pass fender are lower then all the rest. All other 3 cylinders are seated so u cant see past em. In the far cylinder (pass side) they are dropped enough to see right by them. is this normal?

Ok so i dont know how these damn ls heads work but cylinder 4 valves are fully compressed while 123 are fully relieved. Is this normal? how do these work and in what order
