Alright my lil bro's 94 bubble with ls swap keeps bogging/chocking while he's driving and the car is at 3000 rpm if he keeps it higher or lower then 3k it runs normal what can it be?

I changed the fuel filter like 3 weeks ago and the tps about a month ago...
But I was thinking tps also
