All B-Series motors use the Linear 2 wire IAC valve. Most D-Series engines(mostly Auto.) & some JDM H-Series have a 3 wire rotary IAC.

Nope. You most likely have a bad FITV, Intake vacuum leak, air in cooling system, or bad wiring.

Ill check for air in the cooling system but bad wiring would also seem reasonable by the looks of the wiring harness. One more thing, the engine i just put in originally had the throttle body with the FITV, but i swapped it with a 98 gsr TB which has no FITV. I thought that honda stopped using the FITV in 96 but the engine i have is OBD2 so im sort of confused. Could that be the cause of my wandering idle?

If you are using a ecu that is orginally designed to be used in conjunction with a FITV, then yes that would be why you have an Idle Surge. PM me if you want a Proper Diagnoisis.
