help PLEASE FUEL SENDING UNIT

hey guys hows it going iam in need of help i have a 2000 civic si and i noticed my gas gauge is stuck on full and my gas low light came on so i started doing research on the car, come to find out i was almost out of gas so i bought a new fuel tank sending unit and replaced it and still stuck on full i then disconnected the connector from the fuel tank sending unit and i tested the black and yellow/black wire with voltage tester and iam getting 11.2v to 11.8 volts at the connector the paper i had got with the brand new fuel sending unit says there should be 5 to 8 volts there so i have no clue where to go from here????

damn iam really hoping thats my problem already bought a new sending unit, projects all most done this is the last thing... my stupid dumb ass took the gauge apart today and also messed up the temp gauge too now gotta call manchester honda and get a new fuel and temp gauge.... o well

its the cluster happens all the time on hondas

iam really hoping it is the cluster fingers crossed i checked the voltage at the connector and had 11 volts at it instead of 5 to 8 volts is that normal if the gauge is messed up, when i took the cluster apart i pulled the fuel needle from full to empty and then turned the key on and it went right back up to full and wont move at all now again. stupid freaking gauges any one know any one with a 2000 civic si gauge cluster for sale?????
